Pakistan Import Duty and Transfer of Residence Planner

Duty is the question that stops a shipment after it has already sailed. Returning families expect used furniture to come in free. Commercial importers expect a percentage on an invoice. Those are two different files, and mixing them is how a carton sits at the port.

This planner has two tracks. One talks through Transfer of Residence / baggage for a move home to Pakistan. The other shows the educational cascading formula used on commercial CIF. It is not WeBOC, and it is not a promise of what you will pay.

Import planner: Transfer of Residence or commercial duty

Household track is questions. Commercial track uses numbers you type — CIF and percentages. Totals update as you type. This is educational, not an FBR bill.

Confirm current slabs and your HS code with a licensed clearing agent. Household TR is not the same as a commercial Goods Declaration. We can review your list before you pack.

Household Goods and Transfer of Residence

Under Pakistan’s baggage rules, TR is for a Pakistani national returning after two years or more abroad, with used household goods. Furniture, crockery, rugs and bedding in that group are usually duty free. Seven named appliances pay a share of the notified duty. Details and the 15-day booking rule are in shipping household goods to Pakistan.

What This Track Will Not Do

It will not invent a rupee duty on your fridge. Appliance duty depends on the model and the rate on the day of clearance. If the planner flags appliances, ask for an estimate before you ship them.

Commercial Import: Why the Taxes Stack

Commercial duty is not one percentage. Customs duty, additional customs duty and regulatory duty sit on the landed value. Sales tax sits on value plus those duties. Withholding tax sits on the running total. That is why a “20% duty” quote is incomplete.

What You Must Still Confirm

  • The HS / PCT code for your goods
  • Whether an SRO exemption applies
  • Filer versus non-filer income-tax slab
  • The exchange rate used on the Goods Declaration

Personal Effects Are Not a Commercial Invoice

Do not hide shop stock in a household list. That delay is explained in why cargo sits after arrival. For export papers leaving Pakistan, see documents for personal effects leaving Pakistan.

Conclusion

Use the household track if you are moving home. Use the cascade only to understand a commercial file. Then send the packing list so a licensed agent can check it. Cargo desk: +92 333 5371111.

Frequently Asked Questions

Is this an official FBR duty calculator?

No. It is an educational planner. Only a Goods Declaration or baggage file on the current rates is official.

Do I pay duty on used furniture when I return to Pakistan?

If you qualify for Transfer of Residence, used household furniture in that group is usually duty free.

Why do commercial taxes add up to more than the duty percentage?

Sales tax and withholding tax are charged on value plus earlier duties, not only on the invoice.

Can Marsoos clear my shipment?

Yes. We handle household and commercial clearance and then deliver to your home.

What list should I send?

A numbered packing list, passport or NTN as relevant, and photos of any large appliance.

Does this work for cargo leaving Pakistan?

Destination duty is the other country’s rule. This planner is for understanding Pakistan import / TR.
